Yep, you can do it. In fact it is “almost” as fun as it is easy.
However, I certainly would NOT recommend any of the “free plans” to someone who has never built a boat before (even for one as small as you mention). I can guarantee you, the money you save in materials and time you save in labor, will more the offset and make up for the few dollars you will be paying for good boat plans.
I have built boats since I was a kid, and now (62 years old) I still build them. Mine of course have grown a bit larger, as I grow older, and I live full-time on my boat.
Go to the link below. The plans are not free, but they don’t cost much either. A visit to this site will be well worth your time – even if you don’t buy any of their plans – AND THAT IS A PROMISE!
The real value here, is that these guys are “boat-builders” and they are there to help you with questions long after the sale is made.
For about $10 – you can get a set of “study plans”. From this, you can see the plans, and a full set of the “Bill of materials” you need to build the boat. This way, you can determine yourself, exactly what it will cost and how you want to build it.
Their site also offers an awful lot of information you need to know in advance.
Yes (and by the way, I am in Texas) your boat will need to be titled and registered. For this, you simply save all your receipts, and when you go to the DMV they will use the “receipts” for proof you built the boat. There are also other factors you will need to know, you will need to get a “hull number” and this has to be permanently (painted or whatever) on the inside of your boat’s hull.
But these things and more, are explained on Glen-L’s website. (just another reason, I strongly suggest you not go with free plans.

a 7′ X 3′ boat will have very limited carrying ability as in one med. sized adult. there are other inexpensive plywood designs like a progue that are reasonable to build. here’s one to look at

Any motorized boat of any length.
Any sailboat 14 feet or longer, and sailboats of any size if they carry an engine.
U.S. Coast Guard documented vessels (previously exempt; registration required as of 2004).
What Not to Register
Non-motorized canoes.
Non-motorized kayaks.
Non-motorized punts.
Non-motorized rowboats.
Non-motorized inflatable rafts.
as far as insurance, liability insurance is good to have.
and one last thing, keep all your receipts for materials and supplies, you will need them if you power your boat and need to register it.

Regarding building the boat it is a labor of love as you see it take shape from your efforts. You’ll find much of the joy in the building. You would have to register it to use it on public water ways but that shouldn’t be an issue. Insurance is advisable to cover you from any liability to a third party in case of an accident. but also that shouldn’t be an issue given the size of the boat.
