They told me I had to pay 9 to cover the taxes

did you sign up to win something of this kind? cause unless you did, its most definitely a scam
It could be – the only place I’ve ever seen that has legit packages for such low rates is http://www.MexicoVacationsForYou.com – they have vacations priced at bulk rates but for individual sale, so you CAN stay in Mexico for $199/$299 type deals, but you can just buy your own package directly online, & don’t have to worry about it being a scam or anything! Adios!
