It doesn’t.

This provision does not ban subsequent enrollment, it is in place to ensure that private health insurance companies’ policies do not radically change upon the passing of the health care bill. “Except as provided in this paragraph” refers to health care companies that violate these new standards. Private health care companies cannot change their terms or conditions, or unevenly increase premium rates, as a result of the health care bill.

You will still be able to change your coverage. Under this bill qualified insurance plans will need to meet certain standards. Any plan that was in effect before the bill is enacted will be grandfathered, meaning that it does not have to meet those standards. If they accept new enrollees after the bill is in effect then they will lose their grandfather status. It has nothing to do with not being able to change healthcare insurance coverage.

You can change to any health insurance provider you like, so long as they meet the government’s new standards…the gist of those standards being “you can do everything you’re doing now, just don’t screw the customer over with some new restrictions because of the health care bill.”
