It doesn’t.
This provision does not ban subsequent enrollment, it is in place to ensure that private health insurance companies’ policies do not radically change upon the passing of the health care bill. “Except as provided in this paragraph” refers to health care companies that violate these new standards. Private health care companies cannot change their terms or conditions, or unevenly increase premium rates, as a result of the health care bill.
You will still be able to change your coverage. Under this bill qualified insurance plans will need to meet certain standards. Any plan that was in effect before the bill is enacted will be grandfathered, meaning that it does not have to meet those standards. If they accept new enrollees after the bill is in effect then they will lose their grandfather status. It has nothing to do with not being able to change healthcare insurance coverage.
You can change to any health insurance provider you like, so long as they meet the government’s new standards…the gist of those standards being “you can do everything you’re doing now, just don’t screw the customer over with some new restrictions because of the health care bill.”

You are being a bit deceptive here are you not? The clause which states the legal issue on p 16 is completely irrelevant. The goal according to Obama is a single payer, universal healthcare plan controlled by Czars and beauracrats within the government. Don’t believe me, Just youtube it. He speaks about it a few years ago at an AFL-CIO conference. But you CAN NOT tell over 100 million Americans who are quite happy with the plan they have currently, (which they had the FREEDOM to CHOOSE) that it will be scrapped overnight, and replaced with a Govt. option. So instead, you will have the CHOICE to stay in the plan you have (at least while there still remains a choice anyway).
The deception is a real simple one when it is broken down. NO PRIVATE INSURANCE COMPANY can compete with a govt who’s sole source of revenue comes from its own power to tax and spend at will. That means, because it is not a fair competitor, and does not carry with it the burden of such bothersome free market concept such as supply and demand, debt and profit ratios, etc, it can undercut ALL of it’s competitors by drastically lowering the price structure and making it impossible for small insurance companies to offer a competitive rate. Small businesses who are hurting during this recession will have very little choice but to go with a cheaper alternative which will only be provided by the Govt.
It is sick, creepy, monopolistic and utterly unconstitutional. Of course it will take at least 5 to 7 years for these companies to be squeezed out. Just long enough for it to look like a free market, organic reality, instead of what it is. Oh, one other thing, has Obama and his ilk figured out what to do with the sudden demand for the millions of potential doctors that will be needed to facilitate these new healthcare patients? Or the billions of dollars in new Technological equipment they will demand?
In this second video, on Cnn Obama almost slips when explaining why he would not “immediately transition ” into a single payer system, and goes on talking about how it would effect jobs, etc. But he does not hide from the fact that a single payer system, gradually introduced, would be the best solution for getting there. And THAT is the point. The destination is the same. But he knows politically, he would lose if he replaced it all at once. An analogy would be like sentencing a person to death using lethal injection.
It is a quick, painless death for the most part. You COULD also kill a person by feeding them arsenic over a long period of time, unbeknownst to the victim. That could take months or longer. But the END RESULT is the same. In this case, replace that person or victim in the analogy with an entire economically vulnerable industry, health insurance. The goal is quite clear.
And if you don’t want healthcare, tough. Money will be allocated for ALL regardless of what they want. Including money for the 40 million illegal immigrants who pay NOTHING into the system. Does that about sum it up Mr. Zap Hod, or need I go on. I can dig up quotes and facts coming directly from Obama’s healthcare team ALL DAY. But what do I know, I am just a gullible conservative who cares about freedom and choice right?
You see it is people like you who pander to the ignorant. The average person does not understand business and even rudimentary free market concepts. But when it is explained to them in simple terms, and when it effects their freedom and families, they learn real quick. Your attempts at pulling the wool over their eyes will FAIL as long as there are others who care about peoples choices and freedoms more than a Utopian Fantasy that forces people to bend to the will of a bunch of elitist lawyers. the REAL gullible people are the ones you and your creepy lawyer friends in washington sucker each election cycle. But unlike you, I believe they just didn’t know the truth. I don’t have obvious contempt for them, like you clearly do for conservatives. I DO have contempt for deceptive lawyers however, who know how to parse legal verbiage in a way that confuses and manipulates freedom loving individuals.
