my question is do they have to pay to keep their boats out there? or do you just have to pay boaters insurance or something? i dont know.

Depends on who owns the rights to place a mooring. On lakes and rivers it is typically the property owners. In ocean harbors it is typically the local city authority. If you do not own the right to a mooring, then you rent it of the season.
Moorings…….are generally planned, and laid out to accommodate many boats. Each has a mooring anchor which is attached by heavy chain to a buoy. The boats are attached by heavy line to the buoy. A small tender takes people from the dock out to the boats. The cost for moorings is less than a dock at a marina. however it can be very expensive depending on location. I’ve moored at a few for $ 200 a month, but I’ve stayed overnight at one that was close to that for just that one night. You need insurance regardless of where you keep or use the boat. There isn’t a higher charge for moorings with most insurance companies.
