The policy says Royal Caribbean reserves the right to not allow me to board the ship if caught. Will they actually not allow me to get on? or is that just a scare tactic. I’ve read several articles saying they just return it to you at the end of the cruise. Help!

Well, it DOES say the can deny boarding, so, yes, they could deny you boarding. Whether they will or not, you never know. They definitely WILL confiscate it, however.
