Are there any software programs for planning a route then sending it to a GPS device?

Question: Are there any software programs for planning a route then sending it to a GPS device?
I have a Garmin Nuvi and I’m looking for a program that allows me to create a custom route then export it to my GPS. I’d specifically like to avoid the main roads and go a more scenic route but the GPS only picks the quickest route, with or without highways, without allowing me other options for choosing the route. I’ve used Microsoft’s Streets & Trips for planning a route on my PC but I know of no way to export that to my Garmin so that it will tell me to take the specific roads I’ve chosen. Are there any such mapping programs for PC that will allow me to pick all the roads I want then send that to my GPS?

In what year did a horn or sounding device become required on pleasure boats?

I have a boat from 1926 that I need to put a horn on. I can’t find any horns or sounding devises from this era for boats and am wondering when they became required to be installed on boats.
My boat is a 48′ raised deck cabin cruiser (power boat)
