Use a search engine and find an insurance agency in Mexico. e-mail them or call them. They will take it from there. Most Mexican agencies have an English speaker on call. I went to a doctor in Mexico and had a positive experience. He was so inexpensive compared to the USA that I didn’t need to call my insurance company.
I rented a car while i lived in Rio and had no trouble getting insurance. They are in business to sell to customers.
